2-Player Mahjong (inspired by 'Kung Fu Mahjong 2')

I wanted to try and recreate the two player game in the rather poor
film "Kung Fu Mahjong 2", and comments/ideas are appreciated:

::Set-Up::

Remove all Dots, Bamboos and Flowers
Designate East and West players
Each builds a wall 16 tiles long and 2 tiles high
East rolls one dice to determine break

Using the rules for the 'Hong Kong Mahjong' computer game I removed
any fans that could not be made by the removal of the above suits/
flowers and this is what remained:

::Misc. Fan::

If the winning tile is Self-Picked (not a discard), 1 fan.

Whenever you make a Kong you always pick up a fresh tile to even out
your hand. If that tile causes you to win, you will get the 1 fan for
Self-Pick plus a 1 fan bonus.

Whenever an opponent converts a melded Pong to a Kong, that fourth
tile is available to you to complete your hand. This is known as
Robbing The Kong and earns a 1 fan bonus.

::Purity::

Pure One Suit - 6 fan
All Winds & Dragons - 7 fan
Semi-Pure (one suit plus honors) - 3 fan
All Chow - 1 fan
All Pong - 3 fan

::Pongs::

Matching Wind Pong (of seat or round) - 1 fan
Any Dragon Pong - 1 fan
Small Three Dragons (two pongs of dragons and a pair of third) - 4 fan
Big Three Dragons (three pongs of dragons) - 6 fan

::Special Hands::

Gates of Heaven (single suit 1112345678999 plus pair - must be all
concealed) - Maximum score
Hidden Treasure (all Pongs, all concealed, out on Self-Pick) - Maximum
score
All Kong (plus pair) - Maximum score

::Optional Hands::

Seven Pairs (any pairs) - 4 fan
Ruby Dragon (Pong of Red Dragons plus all Pong characters and a pair)
- Maximum score
All Up (no melded Chows, Pongs or Kongs - can go out on discard) - 1

::Scoring and Payment::

This is a fun variation as the scores are always high (i.e. the
minimum hand would be Semi-Pure with non matching Wind honors or an
honor pair discard - 3 fan), though I am not quite sure how scoring
should work as the winner will either go out by Self-Pick or the other
player's discard. Should the loser pay as if there are 4 people (i.e.
pay 3 times double score for self pick and 1 double plus 2 single
scores for discard?) Or as if there are two? (i.e. pay 2 times
double score for self-pick and 1 double plus 1 single for discard?)

Perhaps because of the reduced scoring table it might be more fun to
remove the laak?

I'm not sure how many rounds this should go, perhaps just an East and
South round like Japanese mahjong?

Sorry the scoring table got screwed up, but you get the general idea.

Other thoughts, should the minimum fan be increased from 3 in this
game's case, or is speed (quickness of play) more the idea..

It had it's moments. ;p I like the actresses in this movie, and the
lead actress is wonderful. Plus, that nipple twister is pretty silly
too. The form of Taiwanese Mahjong in the movie is pretty wacky too. I
didn't think you could do 13 terminals+ 1 set.

I don't think self pick should score. There's a 50% chance of this
happening.

Mixed one suit shouldn't score, because there's only one suit anyways.
I think All chow shouldn't score either, it's way too easy plus you
can even chow off the other person. All honors should be worth the
limit. Probaly also reduce All Pong to 1 fan and Pure one suit to 3
fan to suit the honor pungs.

To be consistent with the above. Small Three dragons would be 3 fan,
and big three dragons would be 6

Seven pairs would be worth the same as all pung. The other two
patterns seem too trivial in this case.

Payment should always be the same, as there are only 2 people.

Since the game will go faster probably, it'd just probably be 4
rounds.
